Applied Arabic Language Pack In C2M 2.9 But Not Able To See Help In Arabic.

In one customer environment I had applied the Arabic Language pack for UI and Help. UI is working but help file still showing in English.
<Patch 34981024> - C2M V188.8.131.52.0 ARABIC LANGUAGE PACK UI (USER INTERFACE) (AL32UTF8) - January 2022
<Patch 34111684> - C2M V184.108.40.206.0 (UA-AR) - ARABIC (ON-LINE HELP) LANGUAGE PACK RELEASE - April 2022
Also, had applied cumulative hotfix patches May 2023 on the environment and when tried to apply the help <Patch 34111684> it was already included in the cumulative patch. Is there any bug for the help patch for C2M V 220.127.116.11.0
