Unable To Download An Attachment/File That Has A Special Character In It's Name (Doc ID 2965200.1)

Symptoms


There is a problem when trying to download an attachment that contains a "#" in the name. The requested URL is being truncated when reaching the # and thus the users are unable to download that particular attachment.  Attachments that do not contain the "#" are downloaded without any issues.
