ACTUAL BEHAVIOR
---------------
One specific user is encountering a Workflow Error ' Workflow Task is Currently Being Updated'.
Some Workflow Tasks are not editable because the system has determined that the task is 'currently being updated'.
When the user clicks on Workflow - EditTask button, some Workflow Tasks generate this error message: Workflow Task is currently being updated by xxxx.
However the user (xxxxx) is not currently updating this Workflow Task.
STEPS

The issue can be reproduced at will with the following steps:
1. Login to OIPA application.
2. Click on the Workflow EditTask button.
