Symptoms

For 5G Charging Function (CHF), there is incorrect recordOpeningTime for the usage request without session initiate.

Usage payload contains the "invocationTimeStamp": "2023-06-08T06:13:50Z"

From the stale call data record (CDR) that was generated, the user observes incorrect "recordOpeningTime": "1970-01-01T00:00:00Z".
