Expense Value For Import PO Entered In Calculation Base With Decimals Changing To Whole In Spanish (Doc ID 2966585.1)

Symptoms

Expense value for Import PO entered in Calculation Base with decimals changing to whole in Spanish version of RMS (for example the value 3.2 or 3,2 is changed to 32.00).

Steps to be reproduce:
1. Select Spanish language preference for RMS application.
2. Navigate to Tasks->Ordenes->Crear orden.
3. Filled the data and select Aceptar.
4. Then navigate on Detalles.
5. Added an item and select Aceptar.
6. Click on Ubicacion, added a location and then select Aceptar.
7. Filled the value in the field "% de distribucion" and then select Aceptar.
8. Click on Guardar y cerrar.
9. Navigate in the section Ubicaciones -> Acciones -> Gastos.
10. The window Gastos de order is opened and the value in the field Cuota de componente is 100.00 (DOT is used for separation).
11. Select Acciones -> Editar and this time the value in the field Cuota de componente is 100,00 (bracket is used for separation).
12. change the value in the field Cuota de componente from 100,00 to 3,2 and TAB. The value 3,2 is changed to 32.
13. Select again Acciones -> Editar and this time change the value in the field Cuota de componente to 4.30 (DOT for separation) and TAB. The value 4.3 is still remaining but after select Aceptar, in the screen Gastos de orden I see again the whole amount 43.00 instead of 4.3.

Note: Doing the same steps in english language is not triggering this issue.
