On RMB v5.1.0.0.0, C1-REPC1 not creating repricing request.

C1-REPC1 not creating repricing request for first coverage period for individual membership with a dependent that is covered for a certain period only.
It returns below error if pricing rule is configured to the Account Id Type and Account Id Value membership characteristics as Audit Event Elements.

Account Id Type and Account Id Value membership characteristics are needed as qualifying events for re-pricing to support capability to move/redirect individual memberships to a different billing account, like how changes to Bill Level characteristics tracked to move/redirect membership to a different billing account in the group context.

STEPS
-----------------------
Scenario needs Age Based Pricing Rule configured and Health Plan with Pricing Rule setup.
Account has SA for the Medical Premium price item.
The issue can be reproduced at will with the following steps:
1. Install Membership to Health Plan.
2. Repricing Entity for the Membership shows status as 'pending' before running batch C1-REPC1.
3. Run Batch C1-REPC1- completes successfully with a To Do for the repricing entity.
4. Repricing Entity for the Membership then shows status as 'Error' with Error Message mentioned above
