Goal

Out of Memory issue is coming when running the watchlist.

Steps to verify:
1. Access EDQ.

2. Go to watchlist management.

3. Click on jobs.

4. Run the Download filter job.

Error observed:

com.datanomic.director.missionmanager.exceptions.MissionExecutionException: Cannot lock Staged data 'OFAC_Individuals_Prepared': already locked (Code: 207,002)
