Symptoms

Steps to reproduce :

Step 1 : Post swift message. 

Step 2 : Check if alerts are created and present in fsi_rt_raw_data table.

Issue Encountered :

User reported alerts are not populated in fsi_rt_raw_data table when assessment is fail.

below error in rtiserver log.

[WARN ] 2023-08-03 12:12:16.947 [pool-18-thread-5] AssessmentFollowUpActionsStep - No handler found for action [Generate alert for Sanctions]
