Percentage Threshold And SNR Notification Not Generating For A Promotion (Doc ID 2968362.1)

Symptoms

THRESHOLD_BREACH_EVENT and SNR is not getting generated during complete quota breach even though the customer is having percentage threshold set at 100% (Full Breach)

Expected Behavior

THRESHOLD_BREACH_EVENT should get generated during complete quota breach as the customer is having percentage threshold set at 100%(Full Breach)

Steps to reproduce
---------------------
1. Create a subscriber with 2 GB promotion along with Vacation Week Promotion (Vacation week charge has higher priority then the Data product charges)
2. Consume entire balance

THRESHOLD_BREACH_EVENT is not triggered even if percentage threshold set at 100%. Also the SNR notification is not generating after complete breach.
