OCOMC Is Defaulting the Error Code to 0 for Rating Failures (Doc ID 2969496.1)

Symptoms

User has noticed that Elastic Charging Engine (ECE) rating failures are defaulted to DETAIL:ASS_SUSPENSE_EXT:ERROR_CODE - 0. Because of this Call Detail Record (CDR) loaded into Suspense table are having Suspense_Reason - 0 and Suspense_Subreason - 0. In the Suspense Manager the specific CDR is showing Suspense Reason & Sub-reason as "Other Error" instead of showing actual reason for rating failure.
