Error When Attempting to Delete an Object "Can't find resource for bundle java.util.PropertyResourceBundle, key NO_PRIV" (Doc ID 2969714.1)

Symptoms

User with restricted discover and read privileges to parts attempted to delete an object. 

This user does not have privilege to see the Where Used objects.

The system displays a poorly worded error message:   "Cannot deleted. Error message Can't find resource for bundle java.util.PropertyResourceBundle, key NO_PRIV"

It should display "No privilege" to perform this action.

STEPS TO REPRODUCE:

1. Login as user without privilege to discover and read Part type P

2. Open manufacture part MP (Part P is on the Where Used tab of the Mfr Part)

3. Attempt to delete Part P

4. Error message: "Cannot deleted. Error message Can't find resource for bundle java.util.PropertyResourceBundle, key NO_PRIV"
