Incorrect Status Code Passed Back In "Simple App Entry" Web Service Call When Validation Error Exist (Doc ID 2970938.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Incorrect Status code passed back in "Simple App Entry" WS call when validation error exist.

Issue: Incorrect Status code passed back in "Simple App Entry" WS call. The WS call resulted in validation error and displays same in response, but status code passed is 201.

EXPECTED BEHAVIOR
-----------------------
System should not return status code as 201 when "Simple App Entry" WS call is called with a validation error.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1)Invoke "Simple Application" WS call and ensure to pass producer number that does not exist in system.
2) WS Response displays the validation error however status received back is 201.


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot valid status code return when "Simple App Entry" WS call is called with a validation error.
