Business customers and details being populated for migrated accounts despite no BSD data provided.

User were trying to post advance on a migrated line account when user noticed that this account, apart from having an individual customer associated with it, also has business associated with it.
This was strange to user since the migrated account did not have any business details (BSD) file provided and the application class provided was also UNDEFINED.

User noticed that while populating itables, accsel_en_100_01. select_bsd_data is called from the generic data_xfer procedure of ACCDMP batch job process.

ACCSEL_EL_100_01.SELECT_BSD_DATA as called will then populate the iapplication_business_details (IBSD) table with default values. These will be autogenerated sequence numbers/NULLs/0s/default values of the IBSD table.
The final migration batch job (ACCAAI) will then take data from this itable and autogenerate a business number (BUS_NBR) for this account which we then see in the advances screen.

Users have a situation where this dummy business data has been unnecessarily created for every migrated account.

If no BSD file is provided for migrated accounts and hence API BSD table has no data, the exception should properly handle than and not proceed with insertion of default data into the concerned ISDB itable.

The issue can be reproduced at will with the following steps:
1. Create the account.
2. Generate the dat files for that account.
3. Covert this account the run the following jobs
4. Set-TPE -- APIDMP_BJ_100_01
5. Set-TPE -- ACCDMP_BJ_100_01
Check the Business details in the Itable's it should not generate the business details as null.

The issue has the following business impact:
Due to this issue, users will have Business customers and details being populated for migrated accounts despite no BSD data provided.
