Symptoms

When a topup is purchased in ongoing session and continue usage, observing extra data impact on the customer

20MB impact on base bundle + 10MB impact on topup allowance

Steps to reproduce:

The issue can be reproduced at will with the following steps:
1. Created an account with base, roaming and rcc bundle
2. Started domestic usage and performed 10MB usage(usage affected my base bundle)
3. Purchased topup in ongoing session and passed 10MB USU
4. Could see 20MB impact on base bundle and 10MB(consumedReservation) in topup allowance
