Work orders setup with the same earliest start date and time are scheduled on a single capacity resource at the same time overlapping each other

Steps to replicate:

1. Navigate to work order editor - Create multiple work orders for an item with different requested dates.
2. Enable earliest start date for the work orders and set the same earliest start date and time for all the orders (Earliest start date is set 75 days later in the schedule).
3. Navigate to solver options - Enable Resource capacity Horizon and set number of days = 75.
4. Solve the model.
5. Observe multiple work orders are schedule at the same time overlapping each other on a single capacity constraint resource.
