NEW_ITEM_LOC Messages Are Not Being Processed from The AQ Queue (Doc ID 2974679.1)

Goal

The NEW_ITEM_LOC messages are not being processed in the AQ queue.

Some NEW_ITEM_LOC messages are in queue AQ with the status "READY" and are not processed. If you run the process manually in RMS "admrms.CORESVC_ITEM_LOC_RANGING_SQL.CREATE_ITEM_LOC," the record is successfully processed. Today, there are 21k messages in this situation. Please provide the root cause and reprocess these messages.
