UIM CustomNetworkAddress Multiple Assignment Issue (Doc ID 2974739.1)

Goal

A CustomNetworkAddress got assigned in two different services because their activation took place in parallel.

Specifically, the IP XX.XX.XXX.XX/28 got assigned in two services during their activation, which is not expected.
Checking the timing of the assignments we notice the following in UIM:
Timing of assignment of the IP on service 1-A : 21/6/2023 9:35:57,007000 ΠΜ
Timing of assignment of the IP on service 1-B : 21/6/2023 9:35:56,587000 ΠΜ
The difference between the two is ~0,02 seconds.
Since the assignments took place in parallel, the service 1-B should have reserved the IP during the process of its assignment in 1-A service.

For the assignment of the IPs, we use the OOTB mechanism for IP assignment. We notice that the custom network address specification has the option "Can be assigned to multiple entities". However, we cannot uncheck this option, since we have one specific use case when the same IP needs to be assigned in two services (IPVPN primary and backup services).
