BillingCare : Not Able to Create 100% Dispute (Doc ID 2975626.1)

Symptoms

Using Billing care, the user is getting below error when applying 100% dispute to an event:

ERROR

"Dispute amount must be less than the due"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an account.
2. Purchase a product (monthly cycle forward)
3. Run billing
4. Create an item level dispute, enter full amount (Eg: 328.90) or 100% dispute . it throws an error in billing care as "Dispute amount must be less than the due"


BUSINESS IMPACT

The issue has the following business impact: Unable to raise 100% dispute.
