Cycle Batch Run Hung 'SystemDatagramSocketProvider Failed To Bind To Configured Port 4222' Message (Doc ID 2976087.1)

Symptoms

On : 11.2.0.19 version, Cycle Issues

When attempting to execute any Cycle operation by executing the run.sh script in Cycle-Client,
the thread to getting hung up at "Run Local Dispatcher" and not showing the Cycle options.

After recycling the server, the Cycle option appears however after selecting any Cycle option,
it is again getting stuck without giving the expected successful response.
After that, if attempt to run.sh again, it reports the following messages:


ERROR
-----------------------
Caused by: java.io.IOException: SystemDatagramSocketProvider failed to bind to configured port 42222. Note, that port auto-adjust feature has been explicitly disabled
Caused by: java.net.BindException: Address already in use


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to CycleClient\bin directory.
2. Execute shell command - ./run.sh
