OIPA UI Displays The Incorrect Date While The System Table ( AsSystemDate) Contains The Correct Date

ACTUAL BEHAVIOR
---------------
There is an inconsistency with the application System Date across the 3 Environments ( PROD A / PROD B / DR).
Within ASSYSTEMDATE Table, the SYSTEMDATE Column is in sync across the Prod A, Prod B and DR databases.
However the System Date is getting reflected only in Prod A but not getting reflected in Prod B and DR unless a server recycle is performed.
EXPECTED BEHAVIOR

The same System Date in Prod A should be reflected in Prod B and DR Environments.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run the daily OIPA batch (Policy Sycle and Plan Sycle).
2. Run the Advance System Date Job.
