Statement files missing REC-04 record, txn_stmt_id is missing for certain accounts (Biennial)

Post 1412 upgrade User have noticed that the statement files for certain accounts {Biennial} are missing the REC-04 record, and upon further investigation it seems like the TXN_STMT_ID is missing (0) in the txns table. In the attached statement file where the REC-04 record is missing for the main accounts.

Note: This has happened previously in 1410 version as well and got fixed. Previous SR: SR 3-31180916721

EXPECTED BEHAVIOR

System should generate statement files with REC-04 for the main account and txn_stmt_id should all be there for all the accounts.
