ACTUAL BEHAVIOR

When there is a location list change we get the a pop up asking if we want to accept or reject the changes, but the wording on the buttons is missing.

EXPECTED BEHAVIOR

When there is a location list change we get the a pop up asking if we want to accept or reject the changes, but the wording on the buttons should not blank

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an Location Group 3 location.
2. Create an allocation using the above location group.
3. Calculate and close the allocation.
4. Navigate to manage Location Group screen
5. Open the created location group and delete one location from location group.
6. Open the created allocation and pop up comes where where button is blank.
