How is the Need By Date Calculated in Constrained Plans?

Goal
For planned orders with multiple demands, the need by date does not make sense to the users.
Example item has demand for 10 on Sysdate (12-SEP) that creates planned order for 55 (due to order modifier)
- This pegs to demand on sysdate and left over pegs to next demand on 19-NOV
Do not understand why the Need By Date is calculated as 10-OCT
