Getting 'Error Occurred While Reverse Populating Data' When Saving Hierarchy in OFSAA (Doc ID 2980500.1)

Symptoms

When you move a leaf value from under the Orphan branch into the main GL Hierarchy, you can cut and paste the value to the new location successfully.  But, as soon as you click on Save, you get the error below referring to Reverse Population:

Error Occurred while reverse populating data

If you run the Reverse Population program (Batch_Hierarchy_Load) for the Hierarchy using a batch as described in Document 2035753.1, the following errors are output to FSI_MESSAGE_LOG:

Error. Inserting Hierarchy ORA-00913: too many values
Error. While executing hierarchy Query
 

You need to move the values into the Hierarchy for Allocation calculations.
