Multiple Threshold Breach Notifications Generated For The Same Balance Breach During Mid-session (Doc ID 2980732.1)

On : version, Charging server launcher

Customer is observing multiple threshold breach notifications (TBN) generated for same balance breach, one during breach and other notification during mid-session for the same sub balance.

For example: RCCLimit configured to trigger percentage credit threshold breach at 80 and 95 %. Once we consume entire RCC balance ECE is triggering TBN for both 80 and 95 %, which is expected. After passing one more CCR-U which triggered mid-session, during this mid-session, TBN triggered again for 80 and 95 which is not expected.

Steps to Reproduce.

1. Created account with NKM+FGG+RCC
2. Modify RCC to 15.9
3. Add Roaming topup - F7G
4. Usage started SyGy - zone3
5. After – 50 MB used --> TBN [Threshold breach down is generated]. TBN generated.
6. After topup depleted and 50 mb used from RCC, RCC exhausted. TBN generated for RCCLimit.
7. After this step 50 mb more granted, the data went from roaming daily bucket and TBN regenerated for same RCCLimit with different EventTimeStamp.

Expected Result:

Ideally, after RCC was exhausted, the mid session should have generated and no TBN to be should be received for the same balance breach.
