Configure Access Token Screen Appears Empty (Doc ID 2981824.1)

Symptoms

When we access to the Access Token configuration screen in FCCM as sysadmn, it appears empty.

Steps to Reproduce:

1. Access application as sysadmn

2. Go to system configuration --> Access Token configuration

Expected Behavior:

Screen should be loaded with all the available tokens

Issue Encountered:

HAR report shows error under few entries (404)
