Cannot Proceed with RCU Installation With Error "Unable to connect to the DB. Check if DB connection details entered are correct." (Doc ID 2982053.1)

Symptoms

When attempting to install RCU (Repository Creation Utility) schema required for Agile Application installation running on the Fusion Middleware, cannot proceed from the Database connection page in the RCU installation with below error:


Unable to connect to the DB. Check if DB connection details entered are correct.
unable to connect to the database using the provided details.
enter a valid hostname and port or check if the listener is up and running.





The issue can be reproduced at will with the following steps:
1. On the Agile Application Server machine where Fusion Middleware 12.2.1.4 is installed, run rcu.sh/rcu.bat under %RCU_Home%\bin
2. Fill in the Database Connection Details, and Next.
3. Gets error in the installation wizard.
