Balance Group Not Updating In BRM (Doc ID 2982121.1)

Symptoms

Balance group is not syncing to BRM. Below is the use case:

STEPS

The issue can be reproduced at will with the following steps:

1. Create account on 15th Sep and grant 6.6GB on IE (1000201) bucket. Make usage and consume it full.

2. When customer consumes again 1GB of data to hit Overage (1000202) bucket then it can be seen that overage is getting hit and event is also present in event_t and event_bal_impacts_t table, but same is not updated in balance_group_t table.

There isn't any bucket for 1000202 resources in balance group. Even when more than 1GB is passed it is still not working. 

Note: Issue is not happening i.e. balance group is updated in BRM when grant is less than consumption.
