Offline Object Migration Updating Transfer Pricing Rule Conditional Assumption System IDs With No Changes (Doc ID 2982677.1)

Symptoms

On OFSAA 8.1.2 version, post migrating FTP rule changes between environments, it seems that additional conditional assumption changes got migrated, which were never changed in lower environment.
As part of the changes, there were only some IRC curve changes to FTP rules.

While checking for the Conditional Assumption changes in the rules, they both look same in both source and target environments, but the conditional system id code is different post the migration.

Why is the conditional assumption code migrated if there are no changes and why is the conditional system id code is different post the migration from one environment to another?
