Balance Incorrectly Updated During Federation Sync In Multi-site Environment During Ongoing Session (Doc ID 2982730.1)

Upon analysis found balance got corrupted during federation sync as per ECS logs.

1. Customer Consuming BBUIND = 1GB balances.  After consuming around 700 MB, Elastic Charging Engine (ECE) triggered mid-session as part of mid-session configuration.
2. Consumed full BBUIND balance and continued the session on PAYG which impacts the RCCLIMIT balance.
3. Now Topup purchased during online session which triggered Re-Auth Requests (RAR)/Spending-Status-Notification-Request (SNR) respectively. Topup grants LEUTOPUD = 1 GB balance.
4. During next Credit Control Request-Update (CCR-U), ECE triggered mid-session again to consume balances from domestic bucket BBUIND i.e 300 MB and some balance from RCCLIMIT.
5. Next continued the usage on Topup balance and after consuming around 700MB, ECE triggered mid-session as part of mid-session configuration.
6. Customer still continuing the usage on.

Now all of a sudden during federation balance sync from logs, Balance of BBUIND updated from 0 to +ve 339737760 which is the issue here.
