CreatePolicy Attached Business Rule (ABR) Creating Requirement On New Policy With Incorrect Product Level Requirement (Doc ID 2982870.1)

On : version, Client Activity

The business has a Requirementdefinitions that are on 2 different Products.
The "Amendment" Requirement is on the OINB Product and OIPA Product.
The CreatePolicy Transaction on an application on a Plan under Product OINB is creating a Policy on a Plan under Product OIPA.
It should be creating the "Amendment" Requirement that is on the OIPA Product but instead is creating the "Amendment" requirement that is on the OINB Product.
The Amendment Requirement under the OINB Product spawns an Activity "FinalDecision" which only exists on OINB so it throws a system error on the OIPA Policy because it could not locate the Transaction to spawn.

The Requirements generated on the OIPA Policy should be the OIPA Product level Requirements.

The issue can be reproduced at will with the following steps:
1. Create the same requirementDefinition on 2 different Products.
2. Configure the CreatePolicy Rule on a Transaction under one of the Products and have the CreatePolicy create a Policy on a Plan under the second Product.
3. CreatePolicy should also generate the Requirement on the New Policy.
4. Process the Activity.
