ECM 8124: Sequence Numbers Conflicting Between API And CAR Case. (Doc ID 2983848.1)

Symptoms

It is observed when car case is created and immediately using API when user post a create event and promote to case we are seeing a message "FCC_CORRELATION KEY already exists" and getting failed.
When we perform same steps again it will be successfully from the logs it is understood CM_EVENT_CORRELATION_SEQ is not getting incremented by the API properly.

Steps to Reproduce Problem
