VEE Rule did not trigger "No Active US" Exception

The informational VEE exception was not created for an Inactive Measurement Check VEE rule. Inactive Measurement Check VEE rule has “Check Measurement On Disconnected Device” set to “Yes”, “Check for Uninstalled Device” set to “Yes”, and it has “Check for Missing Usage Subscription” set to “Yes”. The missing usage subscription exception type has severity as informational. The IMD processed did not have an “Active” Usage subscription, but no exception was created as expected. Reviewing the configuration of the MC, we found the SP for the MC was assigned to a US. The linked SP did not have a stop date, but the US status was Inactive. It appears the VEE Rule is not including the state of the US in the evaluation.
The documentation describes the check as “… active related Usage Subscription”. The SP is related in this case, but the Usage Subscription state is “INACTIVE”.
Reviewing the java docs and the invoke method for this VEE Rule, the SQL appears to not include the state of the Usage Subscription.
