Symptoms
On : 7.4.1.0.0 version, Cloud Native Toolkit
OSM Cloud native: reviewing patch numbers used and failed to create osm-db-installer-image
1. Download Patch 35825096: OSM INTERIM PATCH 7.4.1.0.13, and modify the manifest file
2. Downloaded the manifest file from
https://support.oracle.com/epmos/faces/DocumentDisplay?_afrLoop=272805465003701&id=2721663.1&_afrWindowMode=0&_adf.ctrl-state=kocj0t5u0_798
Creating the osm-db-installer image but it has an error,
osm-db-installer/instant-client/oracle-instantclient-tools.rpm failed: No such file or directory
In osm-db-installer/instant-client/ , ORACLE provided oracle-instantclient19.20-tools-19.20.0.0.0-1.x86_64.rpm is there.

Try 'cp --help' for more information.
3. Took osm_cn_ci_manifest_7.4.1_20230911_78bfedf5_jul2023cpu.yaml then the customer modified it because some patch are already superseded
Please review the patch number it is already completed with CN or not, some of them are not recommended CHECK which is:

32720458 --> customer changed it from 33791062 which is written in osm_cn_ci_manifest_7.4.1_20230911_78bfedf5_jul2023cpu.yaml , but it is not recommended
