Steps to reproduce :

1. Login to OFSAA Application

2. Go to Customer Screening > Real-time Screening > File Upload

3. Click to Download Template

Expected result :

The system returns the template

Actual result :

The system is not responding.

Issue Encountered :

User reported upload feature is not working
