Tier Derivation And Subsequent Recalculation Incorrect for Membership with Benefit (Doc ID 2984650.1)

Symptoms

On RMB v5.1.0.0.0, Tier derivation and subsequent recalculation incorrect.

Found an issue with tier derivation for a Membership with benefit. Subsequent recalculation is incorrect when processing a term message where the dependents have an earlier end date than the main subscriber.

STEPS
---------------
Scenario#1:
T1 Subscription Tier Structure:
- Membership enrolled with spouse and 2 children – subscription tier is derived as expected.
- Membership is termed, end date of 2 children is earlier than end date of main subscriber and spouse. Membership before calling C1-REPC1, the end dates of membership persons are as expected.

Repricing Requests:
- Search Repricing Entity Detail Record for the Membership

1. Run C1-REPC1
2. Run C1-REPC2 and C1-FIBCR

After step#1, it shows no error. But subscription tier derived is incorrect.
Also after step#2, Membership billable timeline does not change.
It does not align with the subscription tier that was derived incorrectly.

Scenario#2:
1. Enroll a tier based membership with benefit APTC
2. Run repricing batches
3. Change APTC amount from start date of membership with eligibility changed (or not)
4. Run repricing batches

Actual Result: Tier based charges were getting inactivated.
Expected Result: Tier based charge should remain unaffected and benefits should be in sync with latest rate.
