Symptoms

On : 16.0.3 version, for any RIB-<apps>

ACTUAL BEHAVIOR
---------------

Some adapters (adapters defined likely towards the end the file in rib-rms.ear\rib-rmsEJB.jar\META-INF\weblogic-ejb-jar.xml) do not start with the following log entry in the managed server .out file showing repeatedly/periodically:

 The example above is for MerchHier subscriber, but this issue can apply to any adapters.


EXPECTED BEHAVIOR

All adapters started

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

nohup <path>/domains/rib_domain/bin/startNodeManager.sh > /dev/null &
nohup <path>/domains/rib_domain/bin/startWebLogic.sh > /dev/null &

tail admin server log file when admin server starts, log into weblogic server administration console, go to servers tab, and start all managed servers in the following sequence:
rib-func-artifact-server
rib-rms-server
rib-sim-server
rib-tafr-server
riha-server
igs-server

WORKAROUND
-----------------------
In the event of adapter failure, the managed server is shutdown (forceful) and started via the WebLogic Server administration console.
