ACTUAL BEHAVIOR

Allocations not getting auto received when the auto receive is on system level and D in store level.
EXPECTED BEHAVIOR
-----------------------
Allocations should get auto received when the auto receive is on system level D in store level.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an allocation and approve it.
2. Consume ASNOUT message for that allocation via RIB.
3. Auto receiving of allocation is expected but its not working.
