Symptoms

New insurance is added before order completion in sales orders for Upgrades

It is been noticed that on upgrade orders, the insurance line item with an "Add" action is moving to complete before the rest of the order.The old insurance cancellation is failing with DEADLOCK. As a result, customer is charged for old and new insurance together if they upgrade and have existing insurance.

Steps to recreate the issue:

1. Create a product at account level.
2. Create an account and purchase the above created product.
3. After sometime cancel the product.
