Getting Error "You Are Not Authorized To Access This Page" When Trying To Edit/view Existing FTP Rule (Doc ID 2992791.1)

Symptoms

When trying to edit a Transfer Pricing Rule, you get the following error:

WARNING: [14870] You are not Authorized to access this Page. Please
Contact System Administrator.

Also, the following errors are found in the Web Server SMSService.log:

[16-11-23 12:21:57,467 GMT PM] [DEBUG] [WEB] [SMS] [NA] [FILTERSERVLET] Use does not have access to the Folder name : ~views~ of URL : /OFSAA/fsapps/epm/ftp_common/tprules/views/Tp_Rule_CreateEditView.jsp

You confirmed the user is granted all the necessary privileges to access this screen.  You also attempted to map all functions to this user but the error still occurs.
