ALM 8.1.2 "Add New" Icon Missing/Disabled/Greyed Out in ALM Process Summary Screen (Doc ID 2994291.1)

Symptoms

On ALM 8.1.+ you have migrated ALM from version 8.0.2 to 8.1.2+.

When navigating to ALM Processing > Static Process > Deterministic, the "Add New" plus sign (+) icon is disabled / greyed out.  The same issue exists in the Stochastic/Historical Simulation screen and other Dynamic ALM Process summary screens.

You have tried all actions from KM NOTE: "Add New" Icon Disabled / Greyed Out in ALM Process Summary Screen (Doc ID 2642674.1) but still issue is present.
