Windows 403-Forbidden Error When Accessing Argus - Firewall Keeps Re-Enabling (Doc ID 2994594.1)

Frequently receiving the 403-forbidden error on accessing the Argus application.

After troubleshooting the issue with DBA and Infrastructure team noted that the Windows Firewall was turned ON. After turning OFF the firewall and restarting the services, the Application was up and running.

But again the Windows firewall was turned ON automatically. Is there any particular reason for this?
