Primary Identifier Search Not Supporting Case Insensitive keywords

Symptoms
On ORMB v5.1.0.0.0, Primary Identifier Search is case-sensitive
Customer 360 Search, Primary identifier requires case-sensitive keyword for search.
However Business requires flexibility in searching case-insensitive keywords to make easier search.
ACTUAL BEHAVIOR
----------------------------
Search result is showing records of a correct Case. If there is a record "America" (starting with A), then if search keyword is 'A%', it shows this record.
It does not show if searching with keyword as 'a%'.
EXPECTED BEHAVIOR
---------------------------------
Search output should be populated case insensitive. So it should show "America" when keyword is either 'A%' or 'a%'.
STEPS

The issue can be reproduced at will with the following steps:
1. Go to Customer 360 View Page
2. Select Search by Person
3. Select person Identifier type and person identifier as 'Anytext%'
- Notice that result shows records that start with 'Anytext'. It ignores if anything exists as 'anytext'
