REST Clear Cache API Service Behavior is Inconsistent (Doc ID 2998149.1)

ACTUAL BEHAVIOR
---------------
The environment has been experiencing sporadic results with the Clear Cache API Service introduced in v11.3, with varying types of changes failing to be taken up in Production Mode environments following a cache clear. It appears there is no distinct pattern. Ultimately, every change seems to work fine following a cache refresh but not 100% of the time. Sometimes some users see changes reflect correctly following a cache refresh, but other users on different instances of the same environment do not.

EXPECTED BEHAVIOR

All users to see new changes being pulled following a call to the Clear Cache service.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. This issue is sporadic and unable to replicate consistently. Changes failing to be pulled for some users following a call to the service.
2. The environments are set up in Production Mode on Kuberentes with multiple (2+) pods.
