Changes in Role in IDCS Do Not Remove Profile In ORMB (Doc ID 2998215.1)

Goal

In RMB v5.1.0.0.0, A Role change does not remove a profile in ORMB.

When user requests a role change, it is provisioned through IDCS.
However, the older role does not get revoked from the ORMB Access group list.
When an IDCS role is changed, we expect it to automatically flow to ORMB and remove the access there as well.
