Not Able To Create Duplicate Global IP Address Domain (Doc ID 2998487.1)

We have data in our system, where the same IP Subnet is allocated to two different services, one for Internet service and the other for Layer 3 VPN service. To accommodate this scenario, we are associating one IP subnet as Public IP to Internet service and we are referencing the same subnet as private IP to Layer 3 service.

So, if we have a subnet with prefix /29 for the Internet service, we want to have two subnets and with prefix /30 for Layer 3. To resolve this issue, we want to create duplicate Global IP Address Domain to use the same IP subnet twice. We are not able to create duplicate Global IP Address Domain in UIM. As of now UIM, is not allowing us to add any public IP under a custom IP Address Domain. Need your help.
