Usage Shared Discount Not Working If Parent Set To /account for DSG (Doc ID 2999082.1)

Symptoms

In the current scenario, usage shared discount is not working if parent set to /account.
Discount Sharing Group (DSG) was created with PIN_FLD_PARENT set to /account:

As can be seen above, "(DO) DISCOUNT_DPX90 - Usage Counters" is created for /service/telco/gsm service.  


NOTE:
--------
If DSG is created with PIN_FLD_PARENT set to /service - everything is OK and discount is getting applied.



EXPECTED BEHAVIOR
-----------------------
DSG should be applied (for a service discount) even if PIN_FLD_PARENT is set to /account.
