ACTUAL BEHAVIOR
---------------
When attempting to use the element in a Transaction to trigger the creation of the AsDisbursementRecord,
the system does not create the record if the AddressGUID is missing for a Client level Disbursement.
Also the same behavior appears for generating for a Policy Level Disbursements , if both AddressGUID and RoleGUID is missing from the element then the system does not create the Record.
EXPECTED BEHAVIOR
-----------------------
Unlike other streams, Investment Products do not need any Address or Role.
Hence having the AddressGUID and RoleGUID should be made non-mandatory for generating Disbursement Record.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Transaction at the Client Level with Disbursement Element Ex: Company - Plans - Client Plan - Transactions - Client Transactions
2. Create a Transaction at the Policy Level Ex: Company - Subsidiary Companies - Products - Plans - Specific Plan - Transactions - Policy Transactions
3. Attempt to process the Transaction at both the Client/Policy Level.
