Balance mismatch during Topup between BRM and ECE in 12.0 (Doc ID 3001836.1)

Symptoms

Customer is experiencing issues with top-ups after installing <Patch 35698866> and <Patch 35740329> on BRM server.

When generating EXTERNAL_TOP_UP_NOTIFICATION_EVENT over ECE to increase amount on main balance element PIN_CURRENT_BALANCE from BRM has wrong amount.

In the example presented PIN_FLD_CURRENT_BAL is -7. Customer is generating a top-up event of -10. BRM responds with PIN_FLD_CURRENT_BAL -21. ECECache was fine, current balance is -17 as it is expected.
