Symptoms

Patch (33720277) for AAI Language Pack (8.1.2.0.0) is failing with below error :

The error in console log as below:
 [INFO ] Wallet Enabled->false
 [INFO ] Locale passed to AAI [zh_TW]
 [FATAL] =====Exception====
